What is Visually Handicapped ?
The Blind are those who suffer from either of the following
absence of sight
acuity not exceeding 6/60 or 20/200 (snellen) in the
better eye with correcting lenses.
Limitation of the field of vision subtending an angle of
20 degrees or worse.
The Partially Sighted are those who suffer visual acuity
between 20/200 and 70/200 (snellen) in the better eye after
the best possible corrections to the nearest point.
